Along with the phone call, a written report was submitted, documenting every stage of the operation. The police chief reviewed the report and, deeming the situation critical, forwarded the official information to the city administration according to protocol.
The police commissioner was informed through official channels, with instructions that an immediate, high-level investigation was necessary. Both the commissioner and the chief went to the station, given the gravity of the situation. The commissioner entered the station and observed the entire scene.
The commissioner asked Tom Davis:
—By what authority, as an officer, did you arrest a woman like that and lock her up in a cell for no reason?
The commissioner clearly stated that this action constituted a violation of the law and civil rights; demanding bribes from ordinary citizens and knowingly harassing them is a federal crime. He immediately ordered an investigation into the case.
He ordered the initiation of criminal and disciplinary proceedings against the individual involved, as well as the immediate adoption of protective measures to ensure that the victims received justice.
Sarah stated that she will testify in this case, and that the taxi driver will also testify. The commissioner said that a thorough investigation will be launched today and a suspension order will be issued to prevent anyone from abusing their power in this way in the future.

The next day, at first light, a line of cars carrying high-ranking officials formed in front of the station. The chief, the commissioner, and several other high-ranking officers entered the station. At the sight of them, the color drained from Tom Davis's face. No one heard a word Tom Davis said, and he was handcuffed.
The commissioner ordered Officer Tames:
—Put Tom Davis behind bars, now, this instant. That's the fate of those who break the law.
And with that, Tom Davis was put behind bars.
